Keep, Develop or Hire? A Simple Workforce Planning Framework for 2027 in the UAE
The 2027 budget is being discussed.
Department heads are asking for more people. Some employees are ready for bigger roles. Others may no longer match what the business needs.
And HR is left with a difficult question: Who do we keep, who do we develop, and where do we actually need to hire? This is where workforce planning for 2027 in the UAE should begin.
Not with a long list of vacancies.
Start with the people you already have.
1. KEEP: Who Does the Business Need to Retain?
Before planning new hires, look at the employees you cannot afford to lose.
Ask:
Who holds important knowledge or client relationships?
Who consistently delivers?
Who would be difficult to replace?
Which employees could become future leaders?
Which roles are critical to your 2027 plans?
Sometimes companies spend a lot of time discussing recruitment while their strongest employees are quietly considering their next move.
Your first workforce decision may not be who to hire.
It may be who you need to keep.
This is also a good time to review salary, benefits, career progression and employee engagement. If someone is important to your 2027 plan, they should know there is a future for them in the business.
2. DEVELOP: Can Someone Already in the Team Do More?
A manager asks for another hire. The natural response may be to open a vacancy.
But before doing that, ask: Can someone already in the business grow into this requirement?
An existing employee may already understand your clients, systems, team and culture. What they may be missing is training, exposure or clearer responsibility.
Look for employees who could:
take on a larger role
learn a new skill
move into another department
manage a team
support a new business area
prepare for succession into a critical position
Development will not solve every workforce gap.
But recruitment should not automatically be the first answer.
Sometimes the right person is already working for you.
3. HIRE: What Skills Are Still Missing?
After reviewing who you can keep and develop, the gaps become much clearer.
Now ask:
What capability do we still not have?
Is this requirement permanent?
Is it connected to a specific project?
Do we need a senior specialist or a larger team?
Can the UAE market supply this skill?
Should we consider GCC or international talent?
How long will sourcing, notice period and mobilisation take?
This is where workforce planning and recruitment need to work together.
If a role is required in January, starting the search in January may already be too late.
Specialist recruitment, international sourcing, documentation, notice periods and relocation can all affect the actual joining date.
The earlier these gaps are identified, the more options the business has.
Your 2027 Workforce Plan Can Start With Three Lists
Workforce planning does not always need to begin with a complicated spreadsheet.
Start by putting your people and future requirements into three groups:
KEEP — Who is critical to retain?
DEVELOP — Who can grow into what the business will need?
HIRE — What skills or capacity are still missing?
Then connect those decisions to your 2027 business plan, workforce budget and hiring timeline. The goal is not simply to have more employees next year.
It is to have the right people, in the right roles, at the right time.
